Needs to operate at a 3.7v and have buttons (or contacts for buttons) to change the volume. Preferably stereo but mono will do as well. Low power consumption is ideal.

Sounds like a question for a used audio equipment dealer.  They learn the ins and outs of thousands of pieces of equipment folks here learn the ins and outs of just a few.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Life is like a bowl of chocolates: there are all these little crinkly paper cups everywhere.

You don't say how much amplification you need or size. It's impossible to give you useful recommendations.

As small as possible. As for amplification not much. It will be going in a portable NES that i am making out of real nintendo hardware.

I'd look for something like a tda2822 diy amp. It's rated to run from 2 to 12v but it uses a knob for volume, not buttons. That part is really difficult to find in a small diy friendly amp.
