i have a question though i'm pretty new when it comes to building computers i've built 2 before but nothing super good. the goal with this computer is that I should be able to both play without worrying about fps and make 3D graphics. so will this fulfill those requirements

A few things worth pointing out. You want a Z790 DDR5 board due to the fact the Z690 boards have an inferior DDR5 memory controller vs the Z790 chipset not to mention it's a gamble if that Z690 board has the updated bios for 13 gen cpu's. Games take advantage of low latency RAM so I would look for a set of CL30 or even CL32.  The 13900K runs hot due to the extra e-cores meaning you want an 18+ phase board for that cpu. The 13700K runs cooler due to having less e-cores but because it has the same amount of p-cores that cpu runs gives you similar performance in games and productivity.  Standard size SSD for your O/S is 500GB which is more than enough for Windows. If you can you want to eliminate any mechanical drives from your build.  

 

This board down below gives you a superior DDR5 memory controller, PCIe 5.0 along with Realtek 4080 audio codec. The case in this build has two settings .. one for air cooling and one for water cooling which allows you to lower your board in order to top mount the thickest of AIO's.

That board is going to struggle with the 13900K due to its VRM's not to mention it comes with a single M.2 heatsink meaning you will need to find an aftermarket M.2 heatsink or an SSD that comes with a heatsink due to the fact when M.2 SSD's heat up they throttle down.

Nothing less than this board in the links.  Before you purchase the 13900K read the reviews of that cpu. It runs very hot and it is very power hungry. The only time I've ever recommended that cpu was when someone was doing productivity work for a living and those users usually go with a 420 AIO and a board such as the MSI Carbon WiFi for example.

okay, I understand. I do a lot of 3D graphics in Unreal Engine and editing. However, I am only a student but want to get better at 3D graphics and want to enter the game industry. So if I run with that motherboard and what's on the list will it work or will I have problems.

You should be fine.  Your best route imo would be going with the locked version of that cpu.

This is good but you might want to learn how to Undervolt the CPU some to offset that heat a bit.

The memory controller is built into the CPU, not the motherboard. 

I'm not actually trying to be as grumpy as it seems.
