To my knowledge, if the Windows 10 Key is from a RETAIL license and hasn't already been activated on another PC, you should still be able to use said license key for a fresh Windows 11 installation. I built a new PC in November and used an old Windows 8.1 Pro license during installation of Windows 11 just fine.

as far as i'm aware, you can go all the way back to a "windows vista to windows 7 upgrade key" and it'll work to activate windows 11.

I recently activated Windows 11 Pro with my old Windows 7 Ultimate retail key.

Yes, because Win7 and 8 users have free upgrade to Win10, and WIn10 users have a free upgrade to Win 11
