It's a 3060 on my local Facebook marketplace for $135.  Do I risk buying and cleaning it? These are the only pics, listing just says it doesn't work. It's an hour away.

I am wanting to build my 13 year old a pc and a gpu is the last major piece, is this worth taking a look at?

Completely unfixable. You can even see components that have been removed, probably as donor parts for other repairs.

 

Turns out those components probably weren't there to begin with (WTF MSI?) but that damage still looks awful. Don't bother.

Either that is a flood damage, or the guy who had a go at it before didn’t even bother cleaning the board before and after reballing. Just get a working card and save yourself the trouble.

what, there is no evidence of any pcb work or flooding or anything. 
The card just looks hella dusty as they do in a poor environment. 

it was probably a mining card and they took it apart to try to repaste it and hope it works again.
If you're willing to waste your time and the seller is will ing to let you try it, I guess you could haul over a pc and try popping it in and seeing if it will game

Some people can diagnose and repair GPUs. Assuming you're not one of them, the seller says it doesn't work. Chances are, it doesn't work and it wont be trivial to get it working again. Look elsewhere.

 

Also as an unwritten rule, if a listing ever says untested, you should assume it doesn't work. If these things worked, they'll be worth much more and they'll go through the bother of testing it.
