check if there's anything obstructing the fan. Take it out and check. Also check if all power connectors are put in correctly

Message me on discord (bread8669) for more help

You seem to be running Dynamic mode and your fan should be turning at 1100rpm, right ?

It seems probable to me that your fans are individually controlled and one fan is idling.

It's weird that your App reports 1100rpm on all fans while one fan is stopped.

Did you try Customized Mode and Fixed Mode ?

And you could try installing MSI Afterburner.

I'm willing to swim against the current.

Pretty sure that fan died, it is very possible for an almost-dead motor to spin up for a bit and then stop.

It says in the first screenshot all 3 fans are spinning so it is getting some power. Msi not detecting one should not stop it from working, even if it would applying the setting from the amd tool should make it work again. If you wanna be completely sure set the gpu to default uninstall all oc utility and reinstall the drivers.
Sorry to hear about the warranty, a placeholder solution would be to zip tie a fan on the case pcie bracking to blow air to the gpu. You can probably get a set of replacement fans off ebay for long term though
