I need help my RTX 3070 is only using 3/4ish of it's power

I noticed that my NVIDIA GeForce RTX 3070 is not using 100% recently. Started happening 2 days ago. I don't know what is causing this. My specs will be listed. Also to add I looked at furmark and someone else that has a 3070 has around 200 fps at 1080p while I only get around 140fps at 1080p preset. (If this any correlation which I doubt but I use intel extreme tuning for my cpu cause alienware limits my cpu to 65w when I can use it at 100w just fine.)

Processor 11th Gen Intel(R) Core(TM) i7-11700F @ 2.50GHz   2.50 GHz
Installed RAM 32.0 GB
System type 64-bit operating system, x64-based processor
GPU  NVIDIA GeForce RTX 3070 LTR
Storage 1 TB SSD

Running Windows 11 Home

 

Edit I have reset my pc and windows still the same. The top pic is before and the bottom pic is after. These both have my power 109% and temp is 90C. I also have the cpu watt limit at 115 cause my Alienware BIOS caps it at 65 watts. I have a friend with a 3060 ti that is beating me in fps. PS this was tested in R6S Vulkan.

USE hardware info if the clocks are normall it must be a bug

Do you have GPU overclocking software? You can probably use it to change power targets on your GPU, I doubt Alienware locked you out from changing the settings

I do. I only have MSI afterburner and the alienware command center. I'm not that advanced to know how to do that in afterburner.

Afterburner is good, you can see if your GPUs power settings are turned down. If you open it you’ll see a slider for “Power Target” or power percentage cap. If it’s turned down you should be able to see it easily.

I get 50C in Far Cry 3 70fps to 114fps windowed fullscreen

I get 70C to 75C in R6S 214 fps average fullscreen while streaming on discord at 1080p 60fps

CSGO 52C-60C 200 to 300fps at 1080p fullscreen windowed and fullscreen

Didn't look at temp but did a benchmark on R6S Vulkan Ultra preset and this is the results.

I have turned the power limit to 109% and 90C temp limit and still the same

Have you updated the BIOS for your PC? I was doing some reading and found some threads and forums where people talked about these R12’s have a RAM problem bottlenecking the CPU and GPU that’s caused by the firmware.

I will check on this. Also recently I have noticed my Windows is has been crashing on boot up. If this doesn't fix it I will probably do a full windows reset.

 

Also since my gpu is LTR gpu the windows update probably had a bad install and the bios maybe thinks when I'm running a game the gpu thinks its a mining application or program.
