Looking for advice on picking new monitor and gpu

I have a budget of 2-2.5k$ looking for a new monitor/GPU.  My focus is on having it look really good for cinematic open world type games, rather than have super responsive for completive games. I think what I want is 4k, don't necessarily need an ultrawide I have a Dell D2719HGF 27" https://www.newegg.com/p/N82E16824260622 to use as a second monitor, I think 27" is a good size I've never had anything bigger. For the GPU brand doesn't matter to me just need it to be able to support the monitor.

 

I appreciate any direction I can get
