Black dots all over my wallpaper

So this happens sometimes when I leave youtube running and leave my pc for a while. When I come back and minimize chrome I get these black dots all over my wallpaper. Any idea what could cause this?

Was it bought new or used?

 

When you got the new GPU did you DDU your old GPU drivers and fresh install the new ones?

 

What are your full PC specs?

6800 XT, bought it new. So my previous gpu was a vega64, and I wasn't sure if I had to reinstall drivers. On day one I just rebooted my pc with new gpu installed and old drivers in it. It just worked. But to make sure that I don't accidentally screw myself over I reinstalled them anyway.

 

cpu is currently a 5600x, 32GB of RAM and I got a 750W PSU.

Use AMD's driver install utility and perform a clean install (if possible).
