What's up with Amazon lately?

I have been purchasing from amazon for over a decade now and pretty much see the money withdrawn instantly (I never pre-order anything) well close to instantly.  

I recently bought a pool pump which shipped and arrived a few weeks ago but amazon has yet to charge my debit card "I never use my CC unless I have to..." and amazon says it went through and my bank is calling it a lost transaction and says not to worry about it.

 

One representative said if it never shows up enjoy the free gift, I'm like okay?..

 

So has this ever happened to you?  It's been close to a month now.

Morally, I have a problem with that.  I have no problem when it their fault but why would I try to rip someone off especially considering that would be fraud.   And it's been in the backyard for like a month now.
