is the back plate on a cpu cooler meant to move?

Depends which one. My bros H60s backplate moves although i tightened it as much as possible and i am getting good temp, so it comes down to the cooler you are using. If the temps are fine and you have screwed it on as hard / much as possible it's fine.

Correctly it shouldn't move
