New ssd high response time

Most likely then it's just a crap SSD, if your other SSD works just fine and this one is maxing out at only several hundred kb/s I'd say it's just that, a cheap SSD. Could possibly even be a "fake" SSD. If it's a "fake" SSD it could just be a basic flash storage module rigged up in a sata SSD shell. Could also just be a defective unit. I'd never buy a cheapo Chinese SSD no matter how much money it saves me.

What make and model is the SSD?

Typically the SSD can only install the game as fast as the internet downloads it, going by your download speed in epic that appears to be the issue, not the SSD.

when downloading a game the SSD is being utilised to download the file and also writng to the disk as the same time.

running a test whislt the SSD is writing files to the disk for your download at the same time is like driving your car but trying to apply the brakes at the same time and asking why you are not moving forward as fast as you should be.

The SSD is already working and you are throwing more write read tasks to it at the same time. let SSD finsih the download. Any tests yourun at the same time are never going to work properly.

Not sure what you mean, I'm not running any tests while downloading

my bad I was looking at the crystal disk window.m thought you were trying to check the disk speeds.

but you are basically downloading files that often need to be unpacked and written from the download space to the drives permanent storage area that has been allocated. that takes time.

If you use Steam it is easy to see a file downloading at x MB per sec but then it halts as items are written to the drive.

If you mean your PC is unresponsive for 20 seconds that another issue not that you are waiting for the SSD to respond.

I live in China and chinese people do not even buy the cheap chinese SSD,s Sounds to me like you got ripped if that s the case.

SSD.s are so cheap now and PCI gen3 ones at a TB are like 45 bucks over here from brands as samsung crucial WD etc.

I just purchased 2 x 2TB samsungs at 90 bucks a pop and they are authentic. the 961 oem ones for laptops. 

Anyways if you are lucky and you have a good item then read off the id numbers on the PCB or the chips and dump into google. you might have a decent drive but so old and the firmware drivers etc are simply in need of updating.

I think I got ripped off since this is a HDD speed

V8312c06 firmware throws out an older kioxia firmware for drives from several vendors. so you might be lucky...just try to identify your ssd componenets and look for an upto date firmware. No garantees but it might just be old stock being used as it was cheap and the maker of your ssd  they knocked out a bunch of SSD on the cheap for the market.

lots of people buy stuff cheap and as long as it works they are satisfied. in a web browsing scenario people would never notice and never complain. dont forget 99% of PC users only use a pc for simple task as the web anbd chatting etc.

normally the PCB will have a number a code if you like and often that code if put into a google search will throw up a few links to some information.

I simply copied your firmware number from the photo into google. But the process is the same. really SSDs are so cheap now I find it odd that you got ripped but very possible. anyways just in case your ssd is real just old stock refurbished or made up of off the shelf componenets purchased cheap no idea.

A photo of the actual SSD might be helpful as all I know is that you got some un named chinese thing as you put it ?? 

I am assuming you cannot get your money back so a little effort to see if it at least can work is maybe the only option open to you.

LOL...had you posted those photos in the beginning it would have been obvious.

Also if you type in the serial number on the reverse side just this part RTS573XDXQ google throws up a ton of images and sites across Russia and Japan. most common with images were the exact same number for adverts on Yahoo Japan. 

Anyway 980 EV0 you obviously recognised but you forgot that wording SAMSUNG

Sadly you were victim of your own desire to score big for as little as possible.

only good news is that hopefully you have learned to look and check before parting with money
