Net Talk VoIP privider?

We have dor maybe a year have had issues with it, like busy signals, the person on the other end not hearing us & us not being able to hear them. we

have NETGEAR Nighthawk Smart Wi-Fi Router, R6700 - AC1750, we have disabled the firewall, forwarded the poty & lastly put the hardware outside the router it even still has issues. If we use the app. we have no issues. Before this router, most times it worked fine. Thinking about getting this just to use the app on it. We still have some old phones with Android 4.4, Would they be good with the app though. Here is the phone that might be better to get for the app.

Before we had a TP-LINK forget the model though.
