If you're just streaming and not transcoding the GPU won't even be touched.

For 4K to 1080p downscaling you're looking at probably around 15 to 20 concurrent streams give or take.

I don't see why it wouldnt be a great card for it. It has the latest NVENC so supports all the latest ENC/DEC including AV1 and plenty of VRAM.

I use my old RTX 2080 Super and can run multiple 4K transcodes perfectly

Ofc keep in mind: It only uses your GPU for transcoding, not for Direct Play. Also CPU cores will still be important for 4K due to other processes you have running like Library Scans, Metadata scraping, Audio transcoding, Intro detection, etc.....

Aren't they limited by Nvidia to 3? I thought only the Quadro and workstation cards were unlocked for more.

how well will a 4070ti do Multiple 4K streams local and remote, im not really sure has the 4070 has seen some backlash

Do you need to transcode..? Hopefully locally your not transcoding. If you can afford a 4070 in your NAS, you probably can afford a nice 4k tv and nvidia shield as your Plex client which means no transcoding required, thus no GPU required… at least for local playback.
