Print the design onto card stock and cut it out with an Xacto knife.

Have a local hobby shop cut them for you? Find a scrapbook club/someone with a cricut machine.

If you decide to make your own stencil highly suggest using contact paper or stick on stencils since they prevent over-spray or bleeding under the stencils.
