All looks fine to me. It is most likely just stuff cached by Windows or something else. For example, my memory useage is currently 40%, but my most memory hungry application is firefox at ~800 MB. Task manager reports 4.5 GB in cache however, which brings it up to the 40%/6.4 GB total of "in use" memory. Unused RAM is wasted RAM.

Apps using RAM while they're running is not a memory leak, it's completely normal behavior. A memory leak is a bug where memory usage of an app continuously increases until it runs out of RAM and crashes and possibly takes the OS with it. To be certain about that, you need to observe an app for a long time, it's not something you can show with a single screenshot.

or you are totally fine. Windows will chill at ~60% memory because it balances retaining enough capacity to handle any potential memory spikes while holding any data that might be needed by running programs readily on hand to maintain the snappiness we all want out of our computers.
It's in fact why I advise most PC builders to splash out on 2x16Gb sticks if they have a bit of spare budget in a good rig.

Oh yeah you're 100% right. 5.8GB cached. God I feel dumb for overlooking that.
