An arc would be either white or blue and generally arrhythmic, that's red and flashing rhythmically, likely an activity LED or the reflection of an activity LED.

 

Unless of course you've got lithium salts or strontium combusting O.o (produces red burn color).

Ok, I have a ROG Crosshair VIII Hero (WI-FI) X570, I recently had to replace the water pump in it.  Got it all done today and working on getting the bubbles out of the lines when I noticed this light flashing.  I have looked through the manual and couldn't find anything.  I have no idea how long it's been doing it, I built it about 3 years ago.  Any help would be great...

Maybe a reflection from the hard drive LED? The blinking pattern is consistent with hard drive LED behavior and the weak light makes me believe it's a reflection. I don't think it's a spark... Here is a diagram of your motherboard from the manual. The arrows shows where I think the reflection is occurring.
