Nope, looks like a mistake. The 12900KF would be unlocked. You can, however, use baseclock overclocking on some mainboards. Maybe this is the reason, why it says unlocked there

Well  there is a motherboard that allows you to OC non k CPUs but the other alderlake non k CPUs appear to be locked.
