External HDD not Working with Front USB Ports

Hi. I have WD 1TB external hard drive that is supposed to be connected only with 1 cable to USB port.

It worked this early this year in front panel USB 3.0 ports but now it does not. It is powered on but drive letter does not appear.

It works however with 6 ports on rear panel.

 

I tested both front panel USB 3.0 ports with USB thumbdrive and it works.

I had motherboard replaced before that so I wonder what could it be that changed and my hard drive refuses to work in them.

Long cables to front ports = voltage drop. New mobo probably can't supply enough power once the cable loss is considered.

Same model of mobo. Maybe backward USB 2.0 compatibility is disabled in BIOS?
