Linux - Prioritize network traffic for specific applications

Hello.

I would like to easily prioritize network traffic for specific applications on my debian machine.

Do you guys know of any utility that can do that without touching the router or network switch?

In the past I've found tc but I think that only works when you know the ip adresses which is retrieving data; then there is cgroups which isn't even in the repos anymore (old).

So the redhat docs are pretty outdated and useless.

Please, help
