I'd go 2x8. that way if you ever wanted more (32gb?) then you can add more without removing current dimms.

I'd just get something from a Z87 mATX range that isn't the bottom end (e.g. MSI G41 series but nothing like ASUS ROG is needed).

MSI Z87 G45 Gaming?

And I'd go with 2X8GB. Gives you room to upgrade if needed.

Budget?

Are you planning to overclock?

Have a look at Gigabytes Ultra Durable series of 1150 mobos.

As for the RAM, whichever one you like the look of most. They have very similar specifications

My PC:

4670k      GTX 760 ACX      CoolerMaster Hyper 412s      Fractal Design Node 804      G1 Sniper M5      Corsair RM 650      WD Red 1TB     Samsung 840 Evo 120GB

what price range? any particular brand? any specific things you want the board to have? and what memory speeds do you want?

I have around 400$ usd for the mobo

I have a 4770k And my case is a NZXT phantom black and green

EDIT : ill use this computer for gaming and maybe some stream.

The Gigabyte G1 sniper 5 will fit perfectly with your case's colours.

Also have a look at Asus's ROG series, and MSIs MPower series

With a $400 budget for the motherboard you can pretty much afford the flagship board from any manufacturer!
