Cooling Issues 13700k

Recently built a new computer. Using 13700k and getting idle temps around High 20s low 30s. Gaming is high 60s and low 70s. However when running Cinebench or other benchmark software it instantly shoots to 100c. Cooler is an Arctic Freezer II 360. CPU shows RPM for the cooler but not sure if its working right. From what I've read temps shouldnt shoot that high so fast in benchmarks. Does this seem like a problem with my cooler or installation?

I wouldn’t be too worried since benchmark isn’t normal stress, and your temps are good under normal loads. Are you monitoring voltage during the benchmark? Maybe it’s pushing too much voltage during those times.

Those temperatures are normal and the chip was designed to handle them. It might even be a little bit cooler than average (20-30C is pretty cool for idle). 

Laptops REGULARLY have their CPUs around 100C. This has been the case for probably 10+ years now, it isn't a big deal.
