Budget (including currency): 300 to 400 usd

Country: america 

so, i am trying to set up a sff gaming rig with my parents old pc and i was wondering if there was a way i could put a full sized gpu in.

my idea was external psu and a gpu riser cable would this be a good way of doing it or is there more easy way?

Your biggest issue with pre-built Dells like that, is providing power...

What are the specs?

 

I mean a 7040 sff will fit low profile gpus like a gtx 1650.

ya, but the price is double the normal 1650 and i would use a external psu so u could put a 2060 in it
