help with cooling recommendations

I mean in general 70C is fine.

But if you want it to run cooler you could go with any number of coolers such as a noctua. But we would need to know your case to better advise

If someone has helped you out on the forum don't forget to give them a reaction to say thank you!

That should be a fine temps for most load thrown at it and then some if you dont mind going louder. +1 on @GOTSpectrumthough, we gonna need more info such as case model, budget, RAM model, and your motherboard model too.

Welcome to the LTT forums! First a disclaimer 70 C is a perfectly safe temp that will allow for a very long life of the system (there are people who run their systems much hotter), but first a case form factor would be most helpful in certifying the fit of a cooler recommendation, otherwise with just a blind shot in the dark assuming a mid size tower ATX case or larger a Be Quiet! Pure Rock 2 would be a good option.

any budget coolers(aio or air)?
(i would love playing with 60 celsius)

Seeing 60C when gaming is a nice thing for sure, but 70C is just fine. It's literally just money out of the window, sort of, you're not "fixing" anything. But I still get it though, nice numbers are, well, nice numbers 😛
