Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm going to start of with 32GB of RAM, but I will upgrade it to 128GB of Corsair Dominator Platinum 3600Mhz Cas Latency 18. I'm also going to build the whole PC and use it without the GPU, until I get the £700 needed to buy it.

Heres my take

 

Intel over amd, i assume youve got 32gb dominator platinum already so you can reuse that instead of wasting money on ddr5. Also 13700k will just crush the 7900x in multicore and singlecore iirc, if you are worried about powerdraw just do a 1.2-1.25v static all pcore freq like maybe 5.2 or something i actually dont know what you can expect at that volt but def >5ghz allcore cause stock these run ridicolously inefficient settings for the sake of marketing and OoH hIgH fReQeNcY cPu but rip powerdraw

 

Cut costs on basically everything else

 

Also buy the gpu used they float around 700£ on ebay and if you are lucky you can find a white one but if not then just paint yourself, theres even tutorials on how to paint the pcb itself, and you can do that for everything as long as you are covering the important stuff that transfers heat or something like that, i dont think shorting is gonna be an issue since its just paint, if you wanna be sure then theres plastidip or whatever rubber pain equivalents out there and that stuff is sometimes used by xocers to waterproof mobos so no condensation starts shorting things
