There is no one size fits all answer to this. How much of a bottleneck there is depends on how CPU intensive a game is. If it hardly uses the CPU outside of draw calls, there will be none. If the game uses a ton of CPU to a level where draw calls are seriously delayed, you'll have one.

If you’re going to upgrade the CPU why worry about a bottleneck with the current cpu? If you buy based on that, you’ll get a graphics card now, then want a new one with the new cpu. 
Bottlenecks really aren’t as evil as they’ve been made out to be. Every system has them.

5600xt does not make much sense. the 6600(xt) is near enough in price, especially used, and absolutely kicks its ass in gaming.
