Will this Have issues?

Will I encounter any issues using two gpus at the same time?
I have my better card in my 16x slot and a low end card in my 8x full size slot so I can have a second hdmi connection.
Will the weaker card hold back my stronger one?

The gpu's.
(16x) EVGA rtx2060 xc gaming 12gig
(8x) BTO gt1030 2gib 

Side note, I have no idea about anything regarding that BTO card, never even heard of the company and can't even find my exact card but it seems to work fine.

They won't work how you seem to be thinking.  They can be used for productivity in certain software (ie.  breaking up rendering jobs) but for gaming they will not work at all together.

I should add, I'm not using sli, I've heard that's too much pain, I just want to know if they will work independently from each other, or will they bridge in some way despite not trying to do sli.

No, without SLI they won't even try to work together.  Why would they work without the tool that makes them work together?

 

Try them in productivity software independently.  May be able to get a small boost, but just use the 2060.  It can do everything it needs to do and also the stuff you may have wanted to use the 1030 for, with ease.

 

The 1030 is basically trash.

I think you're missing this aspect of OP's question. That 2060 only has a single HDMI port. But aside from that, you're correct that the 1030 is otherwise useless.

 

OP, are you just trying to connect a secondary display over HDMI? If so, yes it will work. But you'd honestly be better off with a DP>HDMI adapter so you don't have to deal with any potential driver issues, IMO.

Ok, cool, the 1030 is just going to run a 720p display for discord and browser tabs.
I just wanted to be sure it won't gimp my 2060 for gaming and streaming and whatnot.

I know and intend to get a dp to hdmi adapter when I can, I just can't get those things quickly, and want a temporary solution to have both displays.
