Simply enabling VSR doesn't do anything. It should allow you to pick a resolution in game that's higher than the monitor's resolution. This will affect performance, depending on which resolution you pick. The higher, the more performance it'll cost.
Don't confuse it with FSR, which lowers resolution and uses upscaling (FSR 1) or AI upscaling (FSR 2), to improve performance similar to Nvidia's DLSS. VSR is supposed to improve image quality, by rendering at a higher resolution, then downscaling the image to simulate super-sampling anti-aliasing (SSAA).
