I would honestly recommend a used Windows laptop over a Chromebook. It'll be leaps and bounds faster, more versatile, and capable. For instance, this used Thinkpad T430s has a 3rd-gen Core i7 (often over 3x faster than a typical Chromebook processor in terms of Passmark scores), 8GB of memory, and a 240GB SSD for only USD $119. Even with a full Windows 10 install, it's legitimately a joy to use and there is next to no lag even during heavy web browsing. With 8GB of upgradeable memory, dirt-cheap and widely available replacement/upgradeable parts, a magnesium chassis, and a 240GB SSD, it'll last far longer than any Chromebook at that price while being so much better to use.

It's for my sisters school work, she has to have a chromebook, I think used windows it better than new chrome book but the school specified it had to be a chromebook

I can recommend ASUS Chromebooks for this type of application! I've been doing sys admin for K12 for the past 7 years, and about 5 years ago, I put the first ASUS Chromebooks out there. Students haven't been happy with any other device (we have HP and Acer devices floating around as well), because the keyboards are fantastic and these things are just built rock solid. In my personal experience, the CR1100 series are the absolute best. Ruggedized design, 360x flip, excellent keyboard, and it doesn't break the bank. I think they're around 300 pounds these days, could be a bit cheaper. Only possible downside is that the ruggedized variety only comes in 11 inch these days (I've linked that version below), but all Asus Chromebooks have excellent build quality, and 2 year warranty by default.

I have literally thrown these around to see how sturdy they are. There are dents in the walls at multiple schools, yet all I had to do was click the bezel back in place and it was back in action.
