Windows 10 Time Always Wrong

It is currently 9:34pm EST and my computer says it is 1:18pm. I cannot remember when this particular problem started, but it has been a long time. Windows clock will not keep the correct time. I can sync sometimes to windows time server, but shortly thereafter, the time will start going backwards not by minutes, but large chunks of time. The sync is not always successful either. I have tried to set the time manually, but the same thing continues to happen. Google search talks about the windows time service or changing the time server. Trying these possible solutions has not fixed the problem. Any ideas?

You can try changing the CMOS battery on the mobo.

Time zone is correct. It is not simply off by hours.

Multimeter shows battery at 3.27v

Is your system overclocked? Are you using an application that plays with the clock/timer cycle for a game?

My system is not overclocked nor am I doing anything out of the ordinary for gaming. I did make sure the cmos battery is getting good contact and checked the cpu socket. I manually set the time last night and it is still good which is surprising. I still do not know why it sometimes fails to connect to windows time server why I try to sync. This Windows install is nearly three years old too. That might be a record for me.
