HP Dl 380 g9 blinking green power button,not powering on

Dear friends, I have Hp dl380 g9 server with dual psu,the server wont power on power button blinking green the only way to get boot unplug the power & removing the CMOS battery 

 I have checked the ILO log nothing abnormal also the temperatures are normal , I have updated the bios through ILO ,changed the CMOS Battery, changed the PSU's but unfortunately the problem keeps repeating randomly

any one can help please
