Generally when one tightens timings one has to lower speed.  The make and model of your ram will likely be needed to get any closer than that

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

What rams and the stock speed and timings?

What mobo and cpu?

Check thaiphoon burner for ic, send pic here to identify the ic

 

branding can be thrown in the garbage so as the stock timings (aka bin) cause it all depends on ic, if your ic is trash you wont get far but if your ic is good you can expect some pretty good oc (tight timings or >4600)

 

Mobo and cpu matter as if the mobo is crap you may have issues getting your rams to higher speeds (>4400) though this shouldnt be too much of a damper for tight timing ocs, the cpu matters since each gen and intel vs amd oc differently

 

 

For ram volt 1.5v is a guideline and the max you can usually push without a fan over the rams, some rams may not scale or work above 1.5v (extreme example would be garbage samsung cdie), the imc itself should be fine upto ~1.7v ram volt (not vccsa/vsoc) though 1.6v is pretty much the most that youll need since you can cut down on volt by loosening cl as cl is rather unimportant compared to subtimings like sr dr dd, trfc, etc.
