Is it worth it?

So I've been browsing around and have seen a few desperate people selling their 1070s for ~$130-160 is it a worthwhile upgrade over an Rx 480 8gb?

It's a half decent upgrade, nothing spectacularly better but it would be noticeable. Assuming you could get $100 for an RX 480 I'd say it's worth it. Just make sure it's not the FTW models since there's a relatively high chance the VRM will just blow up out of no where.

Founders cards are fine, if you can get one for $130 I'd get it.

The only advantage of the Zotac Mini card is that the card is smaller, it clocks worse and is just as hot as the founders card. Unless you absolutely need a super tiny GPU I'd rather get something else, especially if that card is on the high side of prices.

There's also a PNY xlr8 triple fan for $150

That card is fine, it's a reference 1070 with a better cooler on it.

It's definitely a noticeable upgrade. I did a pretty similar upgrade from a GTX 970 to a GTX 1660 Super and while it wasn't mindblowing or anything it was still immediately noticeable and a 1070 would not be bad upgrade at all at those prices if you can get a few bucks for your 480.
