How to start optimize .Net Runtime Optimization Service manually

After clean reinstall Windows 10, installed all driver, checked for Windows Updates, downloaded Windows Updates and installed Windows Updates, restarted computer, the .Net Runtime Optimization Service haven't start automatically yet for more than 20 minutes, how do i start Optimize .Net Runtime Optimization Service manually?

do you need it to run? it's a service that is ran by windows *if it has work queued up*, it it's not running you could assume there is no work to be done.
