There is a black tab under the green bar that looks like it might be helping to hold the cooler as well.

I feel like you should know that this has a weird concept. 

Basically the fan that cools the cpu is mounted on the little mount at the back of the case (where the IO is) and theres this plastic that kind of guides the air from the fan to the heatsink. I dont know if its normal, its my first time seeing it.

Everyone else has the right idea. Remove green things, wiggle the heatsink, slide it to one side and bend the black tab out of the way, tilt out. To reinstall, it should just plop straight back down and you can put the green clips back in to make sure it stays put.

 

If that's a Socket 478 board, twist the heatsink in a circular motion and try to slide it around before pulling it out of the black clip. That should beak the old thermal compound's adhesion so when you pull the heatsink out it hopefully shouldn't pull the CPU out of the socket along with it. Ask me how I know.

That's how it makes sense to me to remove, or at the very least to get through the 1st step of the potential puzzle with Dell's overengineered retaining systems.
