That's a bold claim without mentioning your case and fans.  We can't possibly know its a card problem or poor airflow in your case.

Router:  Intel Celeron N5105 (pfSense) WiFi: Zyxel NWA210AX (1.44Gbit peak at 160Mhz 2x2 MIMO, ~900Mbit at 80Mhz)

Switches: Netgear MS510TXUP, Netgear MS510TXPP, Netgear GS110EMX
ISPs: Zen Full Fibre 900 (~915Mbit) + Three 5G (~500Mbit average)

Yeah, it's pretty common. I had issues with thermal throttling in windows, turned out it would thermal throttle at 85°C in the die but never push the fan above ~50%, some custom fan curves (pushing 100% @75°C) and it began to behave itself.

i my situation fans often run at 100% speed and their crap fans goes dead within few months, i have to send them for RMA again where their bold claim is that i use it for mining which i never do.

i think they use to tell this to everyone in a way to get out of their poor design quality and cheap Chinese fans. Gigabyte has terrible thermal performance
