My i7-4770k is stuck at 798mhz?

problem was solved folks :D 

had a faulty motherboard that had everything set to idle permanently 

 

bought a asus maximus vi formula and everything is swell ;)

here are my parts - 

 

i7 4770k 

gigabyte z87-ud4h

corsair h100i

hx1050 psu

 

Doing what is supposed to. Type power options in start bar>Balanced>Change Plan settings >Changed Advanced>Processor power Management.

 

Max should be at 100. Min should be at 5 percent. Probably is there already.

As long as Max is 100 and you aren't on "Power Saver" over Balanced? You are fine. Download a program like cinebench r15 and you will see your CPU kick to full speed instantly. Same with a game. 

 

If not overclocked? 8 thread turbo is lower than 1 to 2 thread turbo unless you overclock the chip and have it static. If I remember right 3.9 on 1-2 cores. 3.7 on 4. Something like that. So don't be worried if you are lower than 3.9 on a 4 core benchmark.

even when i run a game tho it still remains at 798 :/

 

Make sure you are on balanced instead of power saver in the Windows Power options. Change settings hit advanced, look for cpu max.

 

Looks like your min and max are set to 5 percent. You only want the min there.

 

Also it could be that when you are alt tabbing out of the game the chip is going to idle.

Could the CMOS battery be the cause of the this?

 

No its NOT the Cmos battery

 

download cinebench like you were already suggested, post your score.

 

we can tell you what your cpu  frequency is actually running at (under load)   by your score.

or download xtu and run the stress test. Your cpu has to be under 100% load to guarantee it reaches max turbo boost. you can monitor core frequencies as well. click on the blue wrench by the graphs and choose what parameters you would like to display

yes 800mhz is the idle clockspeed for haswell

 

many people have tried to tell him this but im not sure he understands how intel turbo boost technology works

Could you post pic while system is actually under stress? On that pic your CPU usage is 7% which is basicly idle. You know when time is right if Utilization number is over 80% or line in that graph is towards top.

 

E: Score is low compared to my 4770K (with light OC). Have you checked around in BIOS is Turbo Boost is off?

Well i recently built this pc and idk if i set the bios up correctly but i did do the default settings i know my board has bios switches and theyre set correctly

 

i was playing diablo 3 earlier and it was stuttering a ton i updated all my video drivers and when i switched to minecraft to try and see if it was the card

i had the same issue with frame issues

 

then i saw the cpu running that low

Please read more carefully. We all know it's idling. It's the fact that it's idling when it's not supposed to which is the problem here. (As seen* in posts above *Go to the posts to see pictures)

Damn sorry to hear, but wish I could just buy a Maximus IV :P

 

I'd have to use H81 for ages till I could RMA :o
