Yes, your PSU is more than adequate. PCIE so far is backwards compatible, all you have to do is remove the old card, plug the new one and use it.

Bottlenecks are all relative, and even vary depending upon resolution. Simple test: take note of how that card performs with a top-tier CPU, then compare that to your own results. Whatever percentage less you're getting than the best is how much you're being bottlenecked by the CPU... kinda. Again, it's all relative.

 

The cards can go a long ways, but lower resolutions have more CPU dependency. With a 2700K, I'd say it's being held back upwards of 50% at 1080p. That's a 10-generation old processor.

Is it compatible? Yes. Is it a great pairing? Not really. You can usually get a good 3-5 years out of a CPU before it starts to show its age. The 6700K is 6 years old, going on 7. It's probably a better idea to upgrade first, especially if you're gaming at lower resolutions.

Yeah... I considered the potential bottlenecking, but concluded that he would get more performance from a better gpu, than having to upgrade the whole system. Sadly, i did not anticipate that he would need a new PSU as well. 
Anyways... just watched a 12900K system running same resolution (1440p) and settings (Ultra) in his favourite game, at 10-20% higher average FPS than the 2700K.

FE looks better, but thermally they're not so great. On a 3060ti it isn't as big a deal, as it's only a 200w card compared to the bigger brothers. 

 

If I could choose I'd have gone with a FE because they are just slick.

Playing (high fps) games at 1080p will be slower on the 6700k but your talking numbers that are likely still going to be over 120-150fps in those types of games.

Eh. On a few niche eSports titles maybe. Even with a 5600X and a 3070Ti I can struggle to keep my framerate up near the refreshrate of my monitor at 1080p, unless I turn down some settings. Still stutters like a mofo sometimes too. But that is all from story-driven games that have much more nuanced and detailed environments, so it's more understandable.

 

Like I said though, it's all relative.

I can't think of any esports that doesn't checked the numbers on the following they are mostly all over 300fps on a 3060ti.  Granted on a faster CPU but your likely to still get 150+ on a 6700k.
