3080 trinity OC fans run at full speed even at low temps. Please Help

See the Fan 2 Speed (RPM) is at 3449 RPM and percent is at 0..... which is extremely bizarre, tried using many software's but most controls the percents rather than RPM value
Has anyone faced this issue? Can anyone help me

if this helps, my area goes under unexpected power outages, this never happened in 2 years of using this graphics card

Tried MSI Afterburner? Any other PCs or friends' PCs you could try the card in?
