Yes, sometimes i hear it. But my mouse starts to vibrate, and thats annoying.

Yeah, sounds like a bum fan that should be replaced then.  Could be the bearing shit itself.

So today I found out that my top fans were pulling air in, rookie mistake. So science I rotated them so they would push air out, and they have started to vibrate in a pulsing way? How do I fix it? I tried to tighten the screws and it does not seem to be loose, it only starts to vibrate under 1350 rpm

You sure they're not obstructed by dangling cables or something? You should also inspect the fans, try spinning them while unplugged ensure they're balanced and not chipped off or anything

If you found my answer to your post helpful, be sure to react or mark it as solution 😄

Do you actually hear anything?  I think even my 200mm Noctua has some amount of wobble to it but it doesn't affect the performance.  Far as I know, no one actually balances fan blades.  Cheaper fans may be deflecting on the blades without putting extra stress on the bearing, but most fans nowadays are glass filled nylon that is pretty rigid.
