Hard pads generally wear out quite quickly, most people recommend cloth pads.

 

Depending on the sensitivity you play should help you determine the size and type of surface (control, speed etc).

There's far more to it than just cloth and plastic, the type of cloth can also matter.

However, if you're not competing professionally, I don't think it really matters what you pick. Chances are it isn't going to make that much of a difference.

I always eventually get some sort of fraying on the edges with cloth pads, meanwhile I've had a Steel Series 4HD hard mousepad that looks and feels the same as the day I bought it back in 2013. These things are so indestructible I bought another one for work and one for my wife.

Kinda depends on you. Most use cloth and there are many different ones to choose. Hard pads different types, I use glass one. You'd probably be fine what fits you the first try.
