Could be coil whine from the power modules

the vga cables or inside the card? so there could be some sort of short?

Coil whine is ok. Its just the noise that the power delivery mudules that control the amount of power that the GPU needs. It usually happens on older cards or ones with not as premium power modules. You will be fine. Picture below showing the modules in the L formationPower Delivery Thermal Analysis - The ASUS ROG Strix X570-E Gaming Motherboard Review

but is it possible to eliminate the sound? I am in pretty low db sound conditions and only thing in my room that makes noise is the pc and it is really annoying

If you can return the card, go for it.

could underclocking or undervolting stop that whining? it only happens in a specific game

Yes, it could since the GPU will use less power and the power modules wont need to work as hard.

I read somewhere on a forum that it could also be the psu. I tried using other cables that were included with my unit and nothing so far. Should I try to find a different power supply to test it or is it just not worth it? I have my old power supply which is 600Watts 80+ but the 3070 Ti has a minimum recommended of 850Watts. Should I go for it?

Gpu coil whine is annoying and can happen it just depends how much energy's running through it ie how demanding the game your playing is for example you can play a game like minecraft with the render distance on like 16 while the gpu is silent but if you crank  it up to 64 and all you can here is gpu whine
