I've been having overheating problems for about 2 weeks. Whenever I boot up and go into bios my CPU temp is already at 60°+

 

I've already tried reapplying thermal paste and reseating both the CPU and cooler(this is on a completely new CPU and MOBO)

 

Is there anything that could be causing my cpu to be overheating? 

 

The only reused components would be the GPU and then boot drive.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Yes, yes it is.

 

Try and get that cooler replaced, odds are it's defective.
