So I have to get a PC for my parents. They gave me a budget of around 500€ (~700$ yes I do live in Europe). So I'm thinking if I should build it on my own or if I should just buy one (I would like to build one^^ but I'm just not sure if it would be worthwhile to build it.) Well they don't need a gaming pc or anything fancy. Just a PC where they can browse the web and do some basic video-editing (I mean really basic, cutting some vids together nothing special)

I would like to keep it in a small formfactor so a mATX motherboard would help :)

So if you could come up with some help for me it would be very nice.

Ok I think I was a little too vague about everything. I'm living in Austria.

I don't need any peripherals but I need an OS (preferably Windows 7 but I'll buy the OS later. The budget I have is only for the hardware!) Also I probably don't need an optical drive I still have one :)
