Go for a SSD, possibly get 2, 1 small for your windows installation and the other for software (that's what i did).

For everything else you're limited by your soc, what you could do is see what's the best gpu combination for a 4c8t, which it would probably be something a little faster than that, maybe a 1060Ti or 1070, but more than that you would be limited by the processor, maybe get faster RAM? Although at this point DDR3 will set you back a lot if you buy new. We're on the verge of DDR5 mass production and DDR3 is kinda ancient..

That's an outdated method when you can just make a 60GB partrition for windows.  But frankly, that's still a bad move when this system ALREADY has a HDD.  A single 120GB SSD can be had for like $20, that'll fit windows OP's most used software, and everything else can just go on the HDD. if you wanna put your most played games on it a 256GB can be had for less than $30, or you could go all in and get a 1TB for as low as $80, putting most if not all of your games on there and storing all your pics, vids, and other games old on the HDD.  Most games still run perfectly on HDDs, just a few offenders demand to be on an SSD.

No point in faster RAM, geez, it's a 4790, 1600MHz (it says 799MHz, that's the same misread CPU-Z always does) is fast enough.

There is no such thing as a 1060ti, but a 1070 would be fine, they can be had used for a relatively good price in most areas.  But a 1050ti isn't terrible.  I'd say if you find a 1070ti or 1080 that'd be the limit, 1080ti if you're playing at higher resolutions, but then you could just get a 6600 or 6600xt new for about the same price.  That'd also be the most worthwhile upgrade after getting a small SSD.  Those GPU's are right on par with the GPU in the new consoles, so your system would probably be good enough to play most games at good settings for the rest of this console generation. The 4790's core is a little slower than the zen 2 cores in the new consoles, but those consoles are so GPU bound that it shouldn't matter. Anything more is gonna be pushing it on a 4790.

500GB SSD and a 2TB 7200RPM HDD.

I'm not sure that you can upgrade the gpu too far, without a huge bottleneck. You may be able to do a GTX 1660 SUPER/Ti, but that's as far as I would go with that cpu/mobo/ram combo.

Storage: Crucial MX500 500 GB 2.5" Solid State Drive  ($59.99 @ Amazon)
Storage: Seagate Barracuda Compute 2 TB 3.5" 7200RPM Internal Hard Drive  ($47.99 @ Amazon)
$107.98

OP already ahs a hard drive, why would you recommend they buy another?   The bottleneck memeword is really for 1080p (even then that's questionable and dependent on what game we're talking about).  I'm assuming this person is upgrading from the 1050ti for higher res gaming, otherwise upgrading from a 1050ti to a 1660 is not really worth it.  The 4790 is as fast as haswell gets and is about on par with zen 1, and a lot of people have done 1440p with it on 1080ts just fine, so a 6600 should be ok too.  And a$60 for a 500GB is kinda silly, as $20-$30 for a 128 or 256  is fine if someone just wanted a cheap drive for windows and a couple games, but anything more, you might as well spend $75 or $80 and get a terabyte.
