my pcs been stuttering a lot and I don't know how to fix it. I'm on my last hair with this. gpu been maxing out as well as my ram and I don't know what to do anymore. don't know what to do for system diagnostics or any windows issues.

Can't do much to help you without knowing what your computer specs are. If you could list the full specs of the computer that would be great and help us to help you.

Disk space is maxed out? As in your drive is completely full?

 

Your PSU and motherboard should say what brand and kind they are on them, as for case that's a little trickier to determine. When the computer was bought did it not have a receipt or listing of what the specs are?

all i know is its a Hp pavillion with a nvidia gtx1650 gpu, it was 8 gbs of ram and i upgraded it to 16

You ignored his question about disk space. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. That means proprietary motherboard with a closed case. There are many issues with prebuilts of this type. Main ones being poor cooling(cases have almost zero airflow and low quality CPU coolers), and that they can be configured poorly, example being only one stick of most likely low speed 8GB single channel memory paired with a Ryzen CPU. Simply adding another 8GB stick can fix memory related slowness but it can also cause other issues if it is not compatible ram. Slower speeds, stability issues, negated performance, etc.

 

If your storage drive is full that can cause stuttering issues by itself, you never want to completely or even close to fill your drive.

 

With the fact that it's a pavilion desktop and most likely has very poor cooling another factor could be overheating and the computer thermal throttling components dropping your performance. And yet another possible factor that needs to be taken into account is the resolution and graphical quality you are trying to play at in games. GPU performance while gaming should be 90% plus usage, that's what you want. If your CPU usage is higher than GPU that may not necessarily be a good thing.
