Taking your exchange rate into account, That comes to $4.50.  Even if it’s off by a couple decimal places that’s still $450.  I don’t think you’ll get much for that.  Assuming that was a decimal point rathe than a comma, it becomes 4 decima points off, it’s nearly $5000, which is more than such systems normall cost.  A high end gaming rig is closer to $3000.  The 3090 doesn’t have much on the 3080 unless you’re doing something other than gaming, and the PSU might be light.  I’d be tempted to go with an 800w just to be sure.  If that was a 12900k it would be even more. If you’re just gaming the added score of the 12900 are useless to you so you might as well go fo a 12700f as it would be effectively the same speed for gaming

Assuming you're off on the exchange rate and 20000pln is ~4500USD, you still would be cutting it close with your budget considering how much scalpers are selling 3090's for. With the budget aside, this would definitely be a solid build. A 3070ti would probably suite your needs just as fine as a 3090, however.

Why a 3090 with a 10900k instead of something more reasonable like a 3080 with a 12700k? 

12700k>10900k all across the board. With more cores and threads. 

I'm not actually trying to be as grumpy as it seems.

My move would be a 12700f and a 3700ti, and keep the PSU at 750w.  Much cheaper, and quite close to the same gaming speed.  Assuming this is a gaming box and not a workstation.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Just wait until you get the laptop. You can probably find the same stick that the laptop already has and only need to buy 1 stick. Plus there's the chance that the first stick isn't removable.
