Depends what you're cooling, but generally, yes. For your 10400F in your signature, it would do well.

Cooler itself is good,  the price is dumb

 

There are better performing options in the price range of the u12s like the scythe fuma 2, mugen 5, thermalright macho, deepcool as500, ak620, etc.

 

Honestly d15 is the most sensible cooler from noctua just because it still cools top end cpus and prob will continue to do so for a long while, if you buy noctua you are getting their customer service like free brackets and stuff like that, only sensible when you intend on keeping the cooler for the next decade or 2
