Help with underperforming 3080?

I need help with an underperforming GPU. 

I just bought a 3080 and With my current settings, I should be getting 200+ fps, but I'm only getting 60 fps. I've tried full system resets, clean driver installs, changing settings, etc. i have 

GIGABYTE RTX 3080

ryzen 9 5900x

ASUS TUF Gaming X570 Pro Wifi

16 GB DDR4 memory

850 Watt power supply

I know for a fact it is not because of low power mode, drivers, bottlenecking, or unsupported CPU/MOBO combo. I need help as soon as I can get it so I do not need to pay for a technician, so please help?

Did you disable V Sync?

yes, it was never enabled. if forgot to put the range.

Can you run 3DMark and post results, as well as observing GPU usage and frequency ?

can't get 3dmark, cant spend any more money at the moment. But my frequency lies at around 1850 Mhz and usage at 98-100%

You can get a limited free version of 3DMArk, but the "get demo" button is kinda hidden on Steam indeed.

Now with 1850MHz (standard for a 3080) and 100% usage it's normal, what game and what resolution do you use ? Because Cyberpunk2077 on 4K do give like 60fps with a 3080...

It's Destiny 2 at 1440p max settings, as mentioned in the other thread:

what that one guy said, 1440p on max settings should get around 220 fps and im getting 50-65

Could you record your gameplay with msi overlay(CPU usage,GPU usage,GPU power,CPU power,fps min,max,...) and share it with us,so that we could know better what problems are you encountering?

My guess is he has some weird framerate limiter setting checked
