I need help with an underperforming GPU. 

I just bought a 3080 and With my current settings, I should be getting 200+ fps, but I'm only getting 60 fps. I've tried full system resets, clean driver installs, changing settings, etc. i have 

GIGABYTE RTX 3080

ryzen 9 5900x

ASUS TUF Gaming X570 Pro Wifi

16 GB DDR4 memory

850 Watt power supply

I know for a fact it is not because of low power mode, drivers, bottlenecking, or unsupported CPU/MOBO combo. I need help as soon as I can get it so I do not need to pay for a technician, so please help?

Can you run 3DMark and post results, as well as observing GPU usage and frequency ?

You can get a limited free version of 3DMArk, but the "get demo" button is kinda hidden on Steam indeed.

Now with 1850MHz (standard for a 3080) and 100% usage it's normal, what game and what resolution do you use ? Because Cyberpunk2077 on 4K do give like 60fps with a 3080...

what that one guy said, 1440p on max settings should get around 220 fps and im getting 50-65

My guess is he has some weird framerate limiter setting checked
