Cpu stuck 0.38Ghz

A sensor in your computer is telling the CPU to run at its slowest possible speed, 399 MHz. This sensor might be broken or maybe your computer is slowing down because the battery needs to be replaced. When you use ThrottleStop to clear the BD PROCHOT box, this tells the CPU to ignore these messages to slow down. If your computer ever gets too hot and needs to slow down, it will still slow down whether the BD PROCHOT box is checked or clear.

Does your battery hold a charge or does your computer turn off when you unplug it? You can try replacing the battery. That might fix the BD PROCHOT throttling problem that you are having. You can use the Task Scheduler to start ThrottleStop with Windows. Every time your computer starts up, ThrottleStop will disable BD PROCHOT. If you leave ThrottleStop running on your computer, minimized to the system tray, you will not have to worry about this problem anymore. 

 

Edit - Newer 12th Gen desktop CPUs can also get stuck at 399 MHz because of BD PROCHOT throttling. This new computer has locked BD PROCHOT so you can no longer disable BD PROCHOT to fix the problem. You have to replace the motherboard when this happens.

Also 0.38ghz is normal in idle. also do not use task manager. use Hwinfo64 or easier to use HwMonitor

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Can the battery still hold a charge? If not then try disconnect the battery.

Things you can try

1. Totally remove the battery.

2. Set Power plan to Balanced or High Perf.

3. Use different or higher wattage adaptor/charger.

4. Reapply thermal paste (spread the paste to the whole die, not pea/rice/x size)

1. Can you remove the charger and see if CPU clock speed change?

2. Are you on latest BIOS?

I've done that way, for the BIOS it's still the old one, I'm still hesitant to try it because even 1 error can be fatal, the laptop can die, the components inside can be damaged

@Aji Saputra Run ThrottleStop. Open the Limit Reasons window and check for BD PROCHOT throttling. If you see this box in red, clear the BD PROCHOT check box on the main screen. 

 

This is the most common reason why Intel CPUs get stuck at their lowest speed. There are other reasons too. Post some screenshots if you need help.

yes for cpu throttlestop works fine, cpu is back to normal, but must be used continuously, if i restart laptop cpu it goes back to 0.38Ghz and can my laptop not depend on this app? and can it return to normal as before? for long term use of throttlestop is it risky for laptop? I'm quite confused to solve a problem like this

there may also be a problem with the sensor, can the sensor be replaced? or repaired, the battery is safe, it doesn't matter I tried to charge it without the battery, the result is still the same, for the charger there is also no problem, yes, throttlestop is quite helpful which I worry about long term use because I often use this application, I think also on this motherboard because something went wrong

There is no documentation available that shows what sensors can feed throttling information to the CPU. If there is a sensor somewhere on the motherboard, all you can do is replace the motherboard.

yes to replace the motherboard is quite expensive for me personally, maybe for now the best way is to use this ThrottleStop application, hopefully there will be no problems for my laptop after using this application for a long time, thank you for the response, thank you

I had same problem, it stuck on 0.38 ghz when i plug. this is battery problem. i replaced the battery and it is 3 ghz now.
