Sadly, it looks like you purchased the gpu from a 3rd party seller, so that's most likely why it has been opened before. It may have even been used for mining, so I would definitely return it and get a replacement.

 

You can get a 3070Ti for just a little more btw. GIGABYTE Vision GeForce RTX 3070 Ti 8GB

 

Alternatively, an EVGA 3060Ti with a spare psu. Not a bad deal. Yeah, George enlightened me to that earlier today, thanks. I feel a lot better about this cooler now. CPU and cooler are in (squeezed a small amount of thermal paste out from under - DOH!) and the stupid applicator just had to drop a little on the mobo bordering a DIMM socket. THANK YOU, GOD! Fortunately, the latter cleaned up rather easily and doesn't seem to be posing any problems. The former doesn't seem to be enough to be an issue -- it's not touching the socket. Oh, and having already installed the system board, I had to remove it to install the brackets for the cooler. I REALLY wish little details like that were in the manuals for all these parts.

Though it would be nice to step up to a 3070ti, on further inspection, the card was packed rather well with what looked like factory shrink wrap securing it to the secondary factory box inside, and what looks like the factory protective sticky-sheeting (whatever it's called, that's what I call it) over the heat shroud, and most importantly (to me, anyway) had a plastic protector over the base, and the card edge showed no marks to suggest it was used. So I think this was a case of someone realizing it wouldn't fit in their case or wouldn't work with their setup, and just boxed it up to return it. Still irritating that it was listed as new instead of "like new". But if it's not really used and it's not a retired mining rig, that's all I care. I've heard EVGA's customer service is a nightmare to deal with also.

 

Side note, I've come to suspect my current GTX1650S 4GB-OC was either new with a manufacturing defect, or refurbished with standard GTX1650 parts. The GPU analyzer tool does not report it as fake, but some things just don't add up to it being what it is supposed to be.

 

Anyway... I installed the thermal probes for the iCUE Commander XT, inserting them from either side in the middle of the cooler's height. I thought it might be more stealthy to hide the wiring under the fan, but with my luck, the wire would back out and rub the fan.

 

And I've just about made up my mind that I'm going to order a WD Black SN770 or SN750 and another Crucial Ballistix 32GB kit rather than disable my existing rig. It can still perhaps be a good recording / streaming PC with the OBS NDI plugin, and it's nice to know all my old data is still intact if I ever need it for the new system. Much better proposition than realizing I've blown away the one copy of this document or that app or something else that's irreplaceable, just to save a few bucks.

Ugh. Just ordered a new WD Blue SN570 and 32 GB Crucial Ballistix DDR4-3200, with a USB 3.2 adapter for standard USB 3.0 header for 3.2 front panel connector (to be connected at the RGB fan control harness's USB pass-through. I got sale prices equal to the refunds from returning the B550M-K and SN850, but I still want to kick my own --- right now. Grand total - $2,836.39, all told -- assuming I don't need anything else to get this beast running.

 

I have a theory about my open-box RTX3060ti. I think a miner bought it, figured out it was LHR during the unboxing, got pi**ed off and sent it back. No skin off my nose, everything I read about LHR indicates it's only active when mining code is detected. Personally, I love the idea of LHR as long as it doesn't impact those buying these cards for their original intended purpose. If you're a miner that happens to be reading this and this pi**es you off, GOOD FOR YOU! YOU'RE THE REASON I PAID TWICE MSRP FOR AN OPEN-BOX LHR CARD THAT WAS LISTED AS NEW!

 

Quick check to reassure myself...  Pic below for reference. Does this all look right? Pretty sure this is what the manual for the board said to do, and I think I got it right, just want to be sure. Lower right is a close-up of the PWR / RESET / LED pins.

If so, just install the SN570, RAM, connect the front panel 3.2 cable and adapter and I should be able to fire this puppy up. Hopefully Sunday, maybe Monday. The WD Black HDD isn't installed yet, but I think to make it easier on myself I'll install it in the old rig first to copy any files I may need from it.

 

I don't do this every day, every year... hell, I haven't done this completely alone in at least ten years. I have a better mind for retaining hardware specs and what they mean than actually putting it together LOL.

Thanks for all the input, folks... Fired it up for the long haul last night to install software and I think I've pretty well got it dialed in... Kudos to everyone who persuaded me to select components that were more helpful to cooling... Check THIS out!

 

CPU Cooler fan set to full speed

Custom iCUE fan curve, ramping from 70% to 100% from 30C-80C

Custom iCUE RGB control by temp: 0-66C Blue / 67-87 Yellow / 88+ Red

Results:

GPU hasn't topped 68C.

CPU idles between 31C-39C (package temp 40C-46C), usually hovers around 57C-58C loaded and doesn't top 66C -- fans stay blue even running ATS at fairly high resolution with moderately high detail, the fan RGBs stay blue with this configuration.

That's the base speed of DDR4. You would have to enable d.o.c.p. in the BIOS. It's a ram overclock

Yeah, I got schooled on that the other day LOL. Thanks for the heads up, and thanks again to all for the input. This system is is performing a lot better than what I had, and it's going to last a lot longer thanks to the advice of those who cautioned me not to build an incinerator. 🤣
